Government cannot function without broader cultural effects, and it is not "social engineering" to take some thought for the impact of certain activities, such as education and welfare, on moral character, and to try to do more good than harm. We want to re- enforce personal responsibility and a sense of community, for example, not parasitic or predatory behavior. That is one of the reasons to change welfare policy, to enforce a work requirement on the able; to review educational policy, and encourage abstinence from drugs and premature sexual experimentation among teens; and to amend the imperatives of policing, so that vandalism and the trashing of public space is not tolerated.......

I hear Conservatives calling for the end of subsidies for immorality and licentiousness but I understand liberals think not paying for something is the same as stamping it out.
