Not really. He makes the right assumptions, but he's neglecting bursts. As an analogy, I'm sure the local post office figures that handling one customer per minute is more than adequate for a typical day. But if a good portion of their customers arrives at the post office at lunch time, there will definitely be a long line, not to mention a lot of dissatisfaction.

Memory traffic from CPUs are notorious for being bursty. That's when memory performance counts.
