I'm not exactly sure how it is going to play out but FWIW this is my current view of the 3G situation....

GSM operators

Most GSM operators (Europe/Asia) will be bidding on new spectrum in which they will be installing W-CDMA. The current GSM infrastructure is being upgraded to GPRS (2.5G) and may eventually be upgraded to EDGE (not sure about this). The contracts for the W-CDMA infrastructure will be HUGE. A SSB report stated something like $60Billion over the next three years just for Western Europe. W-CDMA was designed to use the GSM network while changing out the air interface to CDMA.

CDMA operators

The CDMA operators will generally have a much cheaper transition to 3G. They will be able to reuse most of their current infrastructure when going to the first phase of CDMA2000 (1xrtt). Qualcomm seems to be pushing a combination of 1xrtt and HDR for most CDMA operators. Both of these can be instituted in the current spectrum being used....this is likely what PCS/Verizon are going to do.

TDMA operators

Neither of the CDMA 3G solutions seem to be available for TDMA operators without completely changing out their networks. AT&T seems to have comitted to EDGE....which is now being sold as a 3G solution (as opposed to 2.5G). Most TDMA operators are located in Latin America/US. Personally I think they are going to have a problem as CDMA has a clear capacity advantage over EDGE (which is still based on TDMA).
