China, Japan. Too much uncertainty. Too much politics. Too much fear. Fear of another Microsoft developing in QCOM. Fear of giving up control to a foreign power (QCOM).

Remember the movie (not totally factual but it will illustrate a point) of Bill Gates meeting IBM executives and telling them that they would like to license the operating system to big blue--and the IBM exec said OK as he felt the real money is in the computer hardware.
I can't believe the DOJ went after Microsoft but that is another story. I just see parallels.

China will make sure that QCOM only gets a small piece of the pie in that country. Fear of being held hostage. Remember there was a story of China banning Windows2000 in favor of Linux which was later denied.
They won't won't allow a big piece to an American company although they can't do anything about MSFT as it is too late (thankfully).
Remember the state controls everything.
From China's perspective......Fear or suspicion of America---YES! Fear of Finland or Sweden---NO! Fear of Japan-- a little bit.

BTW--I said I am NO expert. I am just giving my feeling for the environment in which QCOM operates.
I actually am holding a bunch of call options on QCOM but also have a large position in Nokia.

I hope you can paint a more positive outlook with less uncertainty as you appear to following QCOM pretty closely. I appreciate hearing about it as I want to make some money on my calls. Once we get a concrete announcement on China, we should be able to make big gains whether these amount to anything very significant makes no difference to me. I think it will be a small piece of the Chinese mobile market to please the American politicians. I still think it will move on the first announcement and that is what i am betting on. I don't really care about 3 years down the road.
