Regarding the relative advantages of subsea production systems and FPSO systems

Razor, would there be GOM projects where a subsea system just wouldn't work (distance to pipeline, seabed problems, etc)? Another question is whether it is possible (technical and economic) to move a FPSO from the North Sea to the GOM. It seems unlikely that MMS is just simply going to approve FPSO usage after years of study. Aren't they likely to impose stringent requirements that the current fleet cannot meet? I'am also wondering whether someone like Trent Lott might demand high domestic content. If newbuilds are required, it looks like subsea systems would have quite a headstart on FPSO's and the more subsea systems in place, the more likely new ones could share existing facilities. With the tens of billions needed for the deepwater production infrastructure, I sure would like to understand the likely scenario.
