There is a start up that I work with that is extremely delayed (several YEARS) in delivering product to market. There are about 40 employees currently and the majority of the decision chain spends it's time with the VCs or the bankers so the situation is growing worse for them. Basically, no one from the 2ond level management down can make a decision without consulting with the upper management, and the upper management is less concerned with the product than with getting their IPO to market. In my terms, they only need to buy about $1mm in services over 5 years, which is tiny. So, you are not that far off with what you are saying.
