There are several strategies, I wouldn't argue any one is exclusive. Diversity is the name of the game. As for breeding every normal human individual is primed to breed- with a sex drive- does that mean some societies won't alter the system and only let some individuals breed? No it doesn't. After all in this country we sterilized retarded individuals, to prevent them from breeding. But those people still had the desire to breed. You can call it sexual desire, but I maintain the only reason for sexual desire it to cause us to want to procreate. It might be there for another reason, but that doesn't seem likely to me. I have to go with what makes sense.
