It is possible that the Miami police could arrest any one that tries to take the boy. They and the Mayor can read the court ruling also. The feds are not allowed to circumvent a court. If the feds try to spirit Elian away to the cuban compound and the local police get wind of it. I think that the feds will be arrested for attempting to violate Elian's rights.
