er... the report quoted was by the state comptroller's office. I suspect they knew rather a lot about the area.

AIDS is not the governor's fault. Why must the utterly obvious be waded through?

There is a spectrum of competence (and interest and concern and commitment) in controlling the spread of any contagious disease. It is not considered odd to rank the performance of state governments in this function. Some do a better job, some do a worse one. Some states have a bigger problem to handle than others do, so the ranking alone is not a fair way of determining competence. It is also not irrelevant, when put together with other facts, in examining the credibility of a claim that a governor is gonna be just great on health issues.
