DJBEINO,

Regarding Winbond's comments "The management forecasts 64M DRAM contract price to be between US$7 and US$9 in 2H00 with US$2.7 unit cost that DRAM gross margins will reach more than 60% in 2H00."

The ALSC OPERATIONS should look good in 2nd half 2000 given this unbalanced supply/demand situation building up. (Many other semi observers are also pointing this out) Hopefully we willl see some positive operations results in the next week or so. One needs to be patient for the potential "chip panic" coming this summer/early fall(?).

The environmental protection agency ordered United
Microelectronics to halt construction and study the impact of the
plant, which is inside a protected water reservoir area.
``The EPA's bureaucratic action against UMC will just be a
short-term jitter for its stock, because there is no way the
government will risk the computer chip industry by halting its
construction,' said Lin Tsui-pin, manager of Core Pacific
Securities Investment Trust Co.' NT$500 million ($16 million)
Financial Fund.

Taiwan's government may revoke a permit for Fab 8F of UMC (2303) due to an absence of an environmental impact assessment. In the worst case UMC may lose 120,000 wafers in 2000, its net profits will decrease by NT$3bn, for an EPS of NT$0.33.

Taiwan's UMC Denies Production Halt At New Plant
TAIPEI (Dow Jones)--United Microelectronics Corp. (2303.TW) on Friday denied local media reports that operations at its new Fab. 5 plant will be halted because it hasn't been given full Environmental Protection Agency approval.
"We believe we're in compliance and will cooperate with the EPA to clarify the situation," an official at Taiwan's number two chipmaker said.

"We believe it will be resolved quickly and it shouldn't have a significant impact on our plans."

The plant, which plans to boost production to 20,000 wafers per month around midyear, is currently testing equipment but not shipping to customers.

The official wouldn't comment on a report that it would lose production of 120,000 wafers this year due to its dispute with the agency.

The report quoted a UMC official as saying a government administrative error was behind the problem.

Analysts said they expect the issue to be resolved quickly as a prolonged halt in the plant's operations would have a big impact on UMC and its customers.

"I believe the government will help facilitate (the processing of) the documentation without disrupting production," said Liu Chitung, a technology analyst at Warburg Dillon Read in Taipei.

Still, UMC's stock took a hit following the media reports.

At 0303 GMT (11:03 p.m. EDT Thursday) the company's stock was down NT$3.00 (US$1=NT$30.525) to NT$98.00 on volume of 37.3 million shares.
