HOUSTON, Apr 20, 2000 (BUSINESS WIRE) -- Vector Energy Corporation (OTCBB: VECT)
announced the execution of a Preliminary Agreement of cooperation with Atlas
Enerji, A.S. of Ankara, Turkey (www.atlas-holding.com) for the development of
gas distribution systems in five cities in Turkey. The agreement also allows for
the installation of a fiber optic system for the distribution of Internet
access.

The first project to be addressed will be a gas distribution system in the city
of Erzurum. Erzurum is a city of approximately 250,000 located in Northeastern
Turkey. The preliminary project analysis calls for a sales volume of
approximately 110 cubic meters or 1.1 billion cubic feet of gas during the first
year. Assuming a unit sales price of $.202 per cubic meter, this project's
annual gross revenues would be in the range of $22 million. Erzurum is expected
to one of the first cities in Turkey to begin receiving gas this year.

The contract with Atlas Enerji, A. S. will allow Vector to participate in the
development of significant infrastructure in a major European country. It also
forms an alliance with a strong local company already active in the development
of infrastructure projects in both the natural gas and telecommunications
industry.

CEO Sam Skipper said, "Vector is very excited about this alliance with Atlas
Enerji, one of the premier companies in Turkey. Turkey is actively engaged in a
major effort to convert substantial portions of its energy use to natural gas
and this project will be a key element in that effort. While the initial focus
will be on the gas distribution system in Erzurumn, I am confident that the
development of the fiber optic system will be just as exciting. I believe this
contract will form a springboard for further projects for Vector in Turkey and
elsewhere."

Further announcements will be made as projects are developed in the other four
cities and as the fiber optic telecommunications Internet projects are further
defined.
