I believe the Danish proposal calls for free/open source interfaces, not necessarily final applications. The code development would likely be paid via taxes.

Why does Microsoft make free, open-source GPL'ed software? (Perl with Unicode)

I have made open-source software and I will continue to do so. I only do this for very egoistic reasons:

1) I make tools for myself. By making the software free and open-source, other people improve the tools I need. Those tools could never reach the market without marketing, and I don't do marketing.
2) I get to know Linux details much better by programming Linux. This way I improve my value as advisor and system architect.
3) Some of our customers prefer to get the source-code. We have no problems in delivering the source-code.

Have you ever thought about, that most Microsoft Office based solutions are delivered with source-code?

If a marketing department orders some programmers to do a Microsoft Access database, they often would like to be able to change details later, like adding a new report og modifying existing code. They can only do that if they get the Access database as an *.mdb file, which contains the source-code.

Why should big IT departments be less professional than a marketing department buying an Access database?
