IBM likes these moves from the European Union very much because it will increase IBMs profits.

All European Governments use tax money for buying software. I hope the American does, too. All companies can offer their services when a call for tender is made. There is no trade restriction, there is just a difference in what they specify as the product to be delivered, and the new specifications will suit IBM very much.

There will be nobody involved in this that is not interested in profit.
