For a general response.

I would venture a theory that one might be many of the residence live in small towns where their neighbors keep a close eye on one anothers children.

Just look at a map of the Netherlands, or one of Belgium, or Germany, all of which are analogous cases (see link above). These are highly urbanized countries. They also have huge populations of migrants, so the homogeneous-population argument won't play either.

Another could be that children aren't exposed to sexually permissive films in the same way American children are.

Do you really believe that, or are you simply trying to avoid the obvious explanation?
