Brazil's Embratel chases cellphone market

Brazil's largest long-distance phone operator Embratel wants to enter the cellular phone market in Latin America's biggest country, a local newspaper quoted Embratel president as saying Thursday.

"We are long-distance operators only due to momentary restrictions...Of course we are going to work with cellular telephony, why not," Gazeta Mercantil quoted Jorge Rodrigues as saying.

Rodrigues could not say when Embratel would carry out its plans as the company was now waiting for the Aneel telecoms market watchdog to set the rules for the use of new C Band of cellular phones later this month.

If barred from the use of C band now, Embratel would have to wait until the full liberalisation of the market in 2003, Rodrigues said.

Aneel is planning to sell at the start of next year a third round of mobile phone concessions to operate high-tech digital Personal Communications Service (PCS) networks. In has to decide in the next couple of weeks what frequencies operators will use.

U.S.-based MCI WorldCom Inc. bought a controlling 20 percent stake in Embratel during the 1998 privatisation of state-owned Telebras. Embratel has the biggest fiber optic network in Brazil and provides backbone for most Internet companies operating in the country.

Embratel also has plans to launch a business-to-business Internet portal later this year soon and expand its Internet network capacity by threefold.

Telesp Celular is now Brazil's leading mobile phone operator with over 3 million clients. Analysts say the already rapidly expanding cellphone market has a good growth potential in Brazil with its population of 165 million.
