I think it was about two years ago. And then when we had an el nino a couple of years ago they rolled out the Storm Watch. It got sickening then, but I figured that they would put it away until the next el nino....nope, every little drizzle. Plus, I am convinced that they put a cameraman on each overpass over the L.A. river waiting for someone to float by. I think that the next step is that they will give some kid a little shove into the channel just so that they have a tragedy to report.
