I thought it was risky to use INS troops. The Delta Force might have been able to do it more quietly.

They would probably do a better job in cases like this but they are not an option. INS,FBI,ATF are legal law enforcement arms of the federal goverment. National Guards can be called out by state governments. The Delta Force is a military unit and as such cannot be used by the government against it's own citizens. It's simply unconstitutional.
