I am sorry to observe however that Billy and Janet are too busy grabbing 6 year olds at gunpoint through the black uniformed militia ( a favorite uniform color of Mussolini ), to be able to concentrate on an intelligent foreign policy: The right response to the oil cartel is to use our diplomatic power (if the Clinton administration still has any) and to take actions to lower costs elsewhere while developing substitute energy sources.
