I agree with Mani, You should always apply Heat Sink Compound (to Heat Sink) to avoid "Hot Spots" as Metals have micro peaks and valleys and give maximum Heat dissipation to your CPU. The compound fills all the "pores" of the metal and give a even transfer of heat to the Sink.
