Currently, the NASDAQ is expecting to implement the rules June 5th...as far as i know. Is this the same "SOES/SNET becoming one" which will change an order routing method in cyber you are talking about?

I don't want to raise unnecessary concerns, but I am following the various changes to the trading rules with apprehension. I can easily foresee some changes being extremely deleterious to traders. F.ex., I don't want the 5 minute rule, or any SOES delay type rules to now hit ECNs. That is not good from my point of view. In general, not all changes favor traders. The last changes to SOES, have not been good - they ruined SOES for many. And I'm not sure that some of these new rules are not going to end up favoring MMs again. I'd like to see how this shakes out, but I think that if things turn out bad, Cyber could find their business very badly affected. It looks like a lot of avenues may be shut off for traders. Direct ISLD is a life-saver. If that is mucked with - adios! You'll see the nature of trading change to a much more "position" type trading with longer intervals - not good for Cyber. I hope this is a false alarm, maybe I'm just a worrier by nature.
