Some of that may be happening, at least for 2 way PIIIs. Still, the vast majority of PIIIs (and Celerons) are used singly. Four way and up are always Xeon, AFAIK, which aren't generally used for regular PCs, rather for servers used for ISP, Intranet, etc. applications. So, no, I don't think you could say that Intel doesn't have an undersupply problem that must be fixed.
