Are you as fed up as I am with what's being done to that 6-year old boy? A pox on the government (now), "Gee boys, let's go in with guns..never know how dangerous a 6-year old can be", the Cubans, using him a pawn, and the media who has a new story and flashes it every 5-minutes. NIC Commerce to Develop Custom Interface - Encourage Vendor
Participation, Expands Agency Buyer Choices

NIC Commerce, a division of NIC (Nasdaq: EGOV), the world's
largest eGovernment solutions provider, today announced that it has
been awarded a task to support the Federal Supply Service (FSS) of the
General Services Administration (GSA).
Under this task, NIC Commerce will integrate its
Commercial-Off-The-Shelf (COTS) e-Commerce Request for Quote Module
into GSAAdvantage.GOV, the premier federal online procurement system.
The quote module, to be called E-Buy, will serve to streamline the
FSS' request for quote, evaluation, and award process, reducing
administrative overhead for government and industry, enhancing
compliance with Federal procurement regulations, and simultaneously
increasing agency buyers' options.
"The GSA is committed to implementing commercial best practices to
support its eBusiness initiatives," said Ed O'Hare, CIO, of GSA FSS.
"The NIC Commerce system contains a complete Web-based quote module
designed to streamline the request for quote process. Importantly,
E-Buy will encourage participation in GSAAdvantage.GOV by FSS Schedule
vendors, thus increasing the range of product offerings available
online to Government buyers. E-Buy will also facilitate the obtaining
of quotes by buyers necessary to satisfy procurement regulations. "
NIC Commerce built its COTS request for quote module based upon
input from government procurement officers and its experience in
Federal procurement installations. The following components are
included in the core NIC Commerce module:

-- Vendor Registration - Vendors, using a Web browser, can access
the quote solicitation Web site to register to receive quotes
for one or more commodities

-- Vendor Management - Buyers can send a request for quotes to
all vendors who have registered for a commodity

-- Quote Request Preparation and Publication - Agency contracting
staff using a Web browser can create the quote request. Using
the vendor management functionality of the subsystem,
authorized agency staff can publish the solicitation to all
vendors who have registered to receive bids for that commodity

-- Vendor Quote Response Submission - Vendors can use their Web
browser to review the quotes and to submit their responses
back to the agency quote Web site

-- Ranking of Bid Responses - Once quotes are received they can
be reviewed and ranked for technical and cost compliance by
one or more approved agency reviewers

-- Award Notification - If an award is made, the system
automatically notifies all quote respondents via email of the
award, including a hypertext link to the agency Web site
containing all publicly available information about the
solicitation

-- Solicitation/Quote Archive - A historical archive of all
quotes and awards is maintained for review and audit controls

FSS is working with NIC Commerce to customize the core module.
Customer agency buyers and vendors who wish to use E-Buy will sign on
through GSAAdvantage.GOV. Buyers may also access E-Buy by designating
that items in their GSAAdvantage.GOV shopping cart are to be obtained
by the request for quote process.
Once a buyer reviews the quotes and accepts a vendor's quote, the
NIC Commerce software exports the data necessary to create an order on
GSAAdvantage.GOV. FSS determines the method and placement of this
transition from the NIC Commerce software to GSAAdvantage.GOV.
Presenting a familiar interface to Advantage users, NIC Commerce's
customized solution will have a similar look and feel to the current
GSAAdvantage.GOV website. This includes the banner/ header, footer,
buttons, links, etc. The navigation schema is consistent with the
existing software.

Jenna, JNIC great earnings and growth, hope to see it on your list soon. Internet not going away, and everything that goes with it.
Hope everyone got through this downswing with minimum damage. Lots of lessons re-learned and lots of previous mistakes not repeated pull me through these past few weeks.
