I thought it was 400mt, and it only applied to certain European central banks, which leaves room for more than 400mt.

Dont' know how reliable the numbers are, but scrap always finds its way onto the market regardless of price. like ole 49r they are folks that find scrap gold for well under value and are most happy to sell it. There are always folks who need money and will sell grandmother's jewelery ;)
