The NOEMS parameter disables Expanded Memory Emulation but still allows you to move device drivers such as the Display.sys driver into UMA (Upper Memory Area between 640k to 1M). It does not affect the XMS (Extended Memory) availability. The DOS=HIGH,UMB comand will move DOS into HMA (High Memory Area that is above 1M) and permit the use of UMA for device drivers or applications.

The config.sys file should look like this. Note the Display driver is now loaded high:

DEVICE=C:\WINDOWS\HIMEM.SYS
DEVICE=C:\WINDOWS\EMM386.EXE NOEMS
DOS=HIGH,UMB
devicehigh=C:\WINDOWS\COMMAND\display.sys con=(ega,,1)
Country=002,850,C:\WINDOWS\COMMAND\country.sys

This will move the device drivers out of the conventional memory area. You should have over 600k now. You can check the memory using MEM /C/P at the DOS prompt.
