Please cite what difference there are in the immigration law for Cubans. My understanding is that we have an agreement with Cuba to return everyone we catch or rescue at sea to Cuba. We also have a visa program with Cuba to allow a limited number of Cubans to migrate to the USA without Cuban interference. The asylum law says "every alien in the US." The purpose of the
Cuban agreement, I understand, is to cut down the terrible loss of life at sea and to prevent things like the Mariel boat lift which injected thousands of criminals and disabled prople into the United States.
