If Matsumoto was either mis quoted or misspoke then that should be corrected asap. In this market enviornment little things like that can be leathal.

This is not that complicated to understand. Other companys own IPR in DS-CDMA just as Q does. Therefore, Q has to pay royalties to others if it sells DS-CDMA chipset. However, it doesn't have to do so for cdma2000 because it owns the technology. That's why Matsomoto said Q's business will be hurt if cdma2000 is shut out of Japan. Plain and simple.
