This would seem, then, to apply to the US citizen members of the Border Patrol -

"It is a CONSTITUTIONAL RIGHT for US citizens to own guns."

So .... um, what's the problem?

You've just made the point better than I ever could as to why these agents had to go in heavily armed. They just might have just encountered citizens exercising their CONSTITUTIONAL RIGHTS.
