Greg my man...your questions are good and it is important you are asking them, but really...I think the issue really rests on whether or not you trust Q's management or not. I don't think any of us have a real clue what is going on behind closed doors, but I think it is fairly certain that Jacobs knows what he is doing. The only thing we DO KNOW is that Q has been very successful at these games before (creating markets for their products then backing away) and I don't see this as any different.
They may be spending a lot of time on this license thing, but I am sure with a couple of the other people working over there someone is working on a DS-CDMA chip strategy etc., etc.
Frankly my feeling is that this is an excellent move. I especially concur with the other comments here on the WTO aspect with Japan. The US government and Q are connected at the hip in this.
