This engagement was undertaken by Stansbury in response to the decision of the US Bureau of Land Management and Montana Department of Environmental Quality, to re-open the comment period on the Environmental Assessment which had led to the approval of an expanded Operating Permit for Stansbury's Dillon Vermiculite Project. Recent publicity throughout Montana with respect to the asbestos problems attendant to the W.R. Grace vermiculite operation at Libby, Montana, has caused a heightened public awareness of the potential health risk which could be associated with the mining and milling of certain vermiculite ores with significant asbestos contamination. Stansbury, through the Environmental Impact Study conducted in the early 1990's on its Hamilton Vermiculite Project, not only received a finding of negligible health risks associated with that project, but also pioneered the protocols of sampling and assaying for the presence of asbestos in vermiculite ores. Those protocols were followed in the development of the Dillon Vermiculite project, and in the Environmental Assessment for the Dillon Project, it was also determined that no adverse health risks from asbestos were present. However, the extensive publicity prompted by numerous investigative reporting efforts, led the agencies to afford an extended period for additional public comment. In order to provide to the agencies an updated confirmation of the methodologies of sampling and assaying, and to combat what Warren McCullough, the DEQ spokesman, described as "a lot of bad science" being presented to the public, Stansbury has sought the review and recommendations of Behre Dolbear & Company, and its professional who have expertise in mineralogy, health effects, and toxicology of asbestos minerals and vermiculite. Behre Dolbear, founded in 1911, has been a leading international mineral industry consultant for nearly 90 years. Behre Dolbear has assigned as project manager for this study, Scott Mernitz, Ph.D., who was the assistant project manager for the Hamilton Vermiculite Project EIS in 1993, which presented the health risk analysis for the project.
