I am not sure that they are either the "the intellectual author" and "driving force for WCDMA" or at least the sole one or tother. It has been pretty much a collaborative effort from my perspective, but it seems like DoCoMo provided one heck of a lot of the momentum.

To meet their self imposed go to market deadline, evidently. At least that is my take.

I am under the impression that they will bring it into compliance and although the Asian version of UMTS may differ slightly from the European version, they are supposedly pretty similar and reasonably if not full interoperable. Someone more knowledgeable than I may wish to comment on this.
