I believe from the March 24 highs. I had heard that number before as a target. The worst appears to be over although I expect another good buying opp in mid-May. The market report I run are showing large number of oversold stocks combined with a large number of stocks with improving momentum. With the Wilder RSI having broken its downtrend line, the market should establish a base by rallies and selloffs in 3200-3850.
