well, that is certainly true. there are some Euro-zone countries that are also sought after by foreign investors, e.g. Ireland, but the core countries like Germany and France rank certainly behind the US as an investment destination.
as for European productivity, i think that's wrongly underrated. i will try to find a link that shows the respective data. off the cuff i only remember an article in the Economist that stated that e.g. German productivity growth outpaced US productivity growth during the '90's.
i think it's not the productivity that puts off foreign investors, but the over-regulation and the rigidity of the labor markets.
