Whatever happened to the "idea"/"rumor" that MSFT was going to create a tracking stock for the internet based businesses?

I have to believe that any spinoff of pieces of MSFT is on hold because of the litigation with the government. We still don't know the details of what the DOJ wants as a remedy for MSFT's actions. Even during settlement talks, the details of the government's demands have not been disclosed. MSFT may have been led to believe all along that the government wanted to force structural penalties. If that is the case, voluntarily spinning off the internet business would not satisfy the government and may jeopardize one of MSFT's weapons for settlement.
