Another reason (or maybe it is the same reason) why an investor who went partially cash would cheer downturns in the market is they might be afraid of the market running away from them forcing them to get back in at a higher level.

Not that I am saying that it is rational.

the "correct" decision

My take is that the "correct" part of the 40% Solution was to reduce risk by giving up a portion of future gains. Thus, once you had made this "judgment call" you are automatically "correct" no matter what the market does. Still, if you insist on "cheering," I guess you are entitled, but may I suggest a more worthwhile object of your affection?
