The U.S. is forging ties with Cuba because they anticipate the death of Castro within the next few years. Once Castro goes so goes Cuba into civil unrest, just like the Balkans.

Clinton is championing the Elian cause to head the above scenario off. It probably won't work.

The only contact between the imprisoned Cubans, in Cuba, and the free world, is the Cuban Exile community in the U.S. Under Castro's cruel rule, the ONLY thing that is keeping the Cuban people from destitution, are the enormous amounts of U.S. dollars that are pouring into relatives from the U.S. Cuban community.

After the tyrant Castro dies, most Cubans will turn to the only people in the world that have sympathized with their suffering, and have helped them. Whether or not Castro's henchmen will be able to maintain power, will have to be seen. Judging from the past, the only thing that will change, will be a Castro look-alike will take over, and could possibly be worse than Castro in cruelty and brutality.
