I'll take Monterey, Pacific Grove, Carmel and Big Sur any day of the week. Limited land available, strong controlled growth contingent as well as control of new construction and roads maintains the livability quotient for the fortunate locals. No need to improve/expand access and destroy the very things that make it such a special area.
Visitors are always welcomed ;-)

The Southern Bay area can have all the growth it wants.

IMHO
