Would the parents be able to join their children later?

What if the parents wanted the children to come to the U.S. without them? Would you think that this would ever be possible? Is Cuba so bad that Cuban families would be willing to send their kids to the U.S., to freedom, without them? Is Cuba so bad that parents are willing to risk their lives and their children's lives to come to freedom in the U.S.?
