Obviously something happened in the interim. Is it possible there is some other scandal Castro is black mailing Clinton with? Is it possible Castro is ill and the Elian soap opera is being played out for the Cuban people to win their favor? The courts and Clinton policy might not see eye to eye. Hence they needed to avoid any possible embarrassment in Court by fully indoctrinating the boy back into the fold of his biological father. They are all lawyers, playing for a court room or public opinion is what a master of deception does best.
