Intel could have easily released a 440BX running at 133 MHz, but it wouldn't have performed as well as Tom Uberclockermeister made it seem without stability issues.

Yes, it is Intel's fault for not coming out with a PC133 chipset sooner. But that doesn't mean they couldn't have done it. It just means that Intel didn't think PC133 will provide that much of a performance boost over PC100 to commit to a short-lived non-800-series chipset.
