the important points:

1. "immediate and sweeping" restrictions would start now; the breakup is years in the future. Once those restrictions are applied, Microsoft would have a big incentive to hurry, rather than delay, the final settlement.

2. Bush has decided to back Ballmer.

3. Ballmer is still shouting, "We did nothing wrong, we won't give an inch."

4. the stock barely moved on the news. The bad news is in the stock.
