The Miami Cubans at the very least get a media toy in Elian They also validate their own decision. Psychologically this must be very important for them. I imagine the new country has not been such a great thing for all. This boy is a pawn no matter where he ends up- legally he probably should be with his sole surviving parent, but it is for an ALJ to determine how sincere his asylum request was. If Elian doesn't really want asylum then there is no custody issue for America to decide. The matter would be one for Cuban law.

That's the 'He started it' argument, and it's an obvious crock, since Castro had nothing to crow about until the Miami bunch began to threaten to hold a son from his father in order to pressure the father to change countries. In so doing they sunk to or below the level which they profess to be that of their enemy.
