Russian business often need to cut a deal with the mafia to survive. That does not mean the government is not there at all, often they are in with the mafia. The mafia in addition to runing protection rackets, can get the government to let businesses slide by stupid (and not so stupid) regulations. Russia's government is hardly there at all in terms of supressing the mafia and in terms of maintaing solid property rights, but they are there in terms of red tape.

In terms of the US improveing, I am not looking for government to be specificly friendly to business because of lobbyists. Just as I don't want governement interveneing against business heavily with regulations, I also don't government interveneing with regulations the lobbyist ask for (usually to limit competitors), or with subsidies. I think a lot of the regulations should be modified or eliminated, but I also think corperate welfare should be eliminated. I do realize the odds of this happening is very low.
