Jon Zachary answered your question to me better than I could have, so I stand by that =)

There are no laws saying that when Abby Cohen or someone similar for example raises cash from 10 to 20% or more or whatever, that they have to re-allocate soon elsewhere. If they don't like what they see, they can keep it that way for quite a long time until market conditions improve. Not saying that they will, but it is a possibility.

For individuals, same thing, especially those burned on margin. They don't have to invest back in the market for quite a while. After the '87 crash it took many years for those sitting on the sidelines to finally get back in. (Many right before the 96, 97, and 98 scary corrections) The problem is when "everyone" is in, who is left to buy? That seems to be what happened in part the first quarter of the year when the comp went to unsustainable levels and now I think there are a lot that will now have a "wait and see" attitude for a while here.
