I doubt he had the lattitude to go to Miama. His handlers wouldn't have allowed for another PR fiasco like they had with the grandmothers. As for nuclear family, it's not always a biological family. The boyfriend lived with Elian's mother for two years, and he was sending money back to Cuba.

I haven't been able to verify, but CNBC news program last night stated Juan Miguel worked with the local police or guard. Hence, if that were true, he would have been in a more favorable position for housing, food, education, etc. than others.

I don't have any objection to trying to reunite the father and son, just that the father did as little as possible under these circumstances.
