Sure, there's lots of stuff we could have done. I think the idea was to disarm the loony tunes, restore the elected President (who was a priest, and supposedly a reasonable kind of guy), get the troops out of there, and let the guys at AID, IADB, and the World Bank, who are supposed to be professionals at that sort of thing, go in and fix stuff up. Not a bad plan, actually, though it doesn't seem to have worked out. Funny how that seems to happen.
