"They've been operating this way forever, without anyone caring"

Yes ... kind of funny in a sick sort of way that some finally object to this in their course of supporting the keeping of a son from his father.

There is a long list of people detained by, and in many cases deported by, the INS who were holders of green cards but did not have them in their immediate possession, and were not given so much as sixty seconds to produce them. There have been cases of mothers separated from their children, one mentioned online in an Oregon newspaper [can't find it just now] where the child was very close but the mother was given no chance to explain, she was just taken, period. There have been cases of US citizens, born in the USA, taken because they were brown people in the wrong place, then placed into danger where they were assaulted by the rateros who prey on those near the border.

Absolute and total power, the INS ... ah, those fine words of liberty.
