Don't know about the Stockholm Experiment. I know that one source of recruitment for some of these agencies has been the white supremacist underground. Do you recall that home video that was going around in the aftermath of Waco? Some guy surreptitiously taped a weekend get together of ATF agents and their friends. After viewing that, one could only conclude that the ATF is rife with Klan sympathizers. The federales know where to get their best shock troops. That video seems to have gone down the memory hole.
