But food prices are a lot higher percentage of spending of people with low income.

Do you know what a farmer gets for 1 liter of milk, 1kg potatoes or corn? It's peanuts if you compare it with prices of food in shops. If you double the prices for commodities, you end up with a 10 to 20% higher price for most products in the shop. Not impossible. Besides, now we support those people indirectly through money for the farmers, I think it's a lot cheaper to support those poor people directly.
