Several professional opiners have opined this. It is not unreasonable to conclude when you consider that in the first few days of this story the INS chose not to be involved, it was to be a matter for the local courts. Their statements early on are in direct opposition to what they're saying now. And it was a very sudden turnabout. Castro may not have said "Mariel boatlift" in whatever was communicated, but he can easily make Clinton's life difficult, and he really wanted the boy back in Cuba.
