His relations back in Cuba, siblings or parents or whatever could conceivably be subject to retaliation if he defected, I guess. I don't know if this is likely or not. An awful lot of Cubans have come to the U.S. over the last 40 years. Surely most Cubans must have relatives who have defected. One article I read, indicated Castro had met with Elian's Dad and offered to let him leave Cuba for good to be with Elian. This could have been an offer, of course, which he might not feel free to say yes to.

Although the family is in contact with Cuban government officials, they are in the U.S. now and could defect if they choose. I'm sure the family knows more about the ramifications of this than we do.
